CASE STUDY · MUNICIPAL COMMAND CENTRE · COMPLETED 2025
IPCC — Iskandar Puteri Command Centre
Designed and implemented by Priority Solution: one live operational picture for a growing Malaysian city.
Client: Majlis Bandaraya Iskandar Puteri (MBIP), Johor, Malaysia · Role: Chief Enterprise Architect — total system integration for the smart city command centre · Timeline: started October 2024, handed over October 2025 · Disciplines: ICT, ELV (CCTV, AV), data centre infrastructure, dashboard integration
The Challenge
Iskandar Puteri is one of Malaysia’s fastest-growing city regions — and its operational data was growing just as fast. Surveillance feeds, network status and municipal systems each lived in their own silo, on their own screens, owned by different teams. For the people responsible for the city, there was no single place to see what was happening right now — and no shared picture for rapid, coordinated decision-making when incidents occurred.
The city needed more than a video wall. It needed an environment where network, surveillance and municipal data could be aggregated, correlated and presented as one operational picture — in a facility designed from the ground up for 24/7 duty.
The Solution
Priority Solution designed and implemented the Iskandar Puteri Command Centre end to end — one accountable team across every discipline:
- Data aggregation layer — network, surveillance and municipal data feeds consolidated into centralized, high-visibility dashboards, giving operators a single live view instead of scattered screens.
- Operations floor — a purpose-built floor with a large-format CCTV video wall and a live city map, laid out so every operator sees both their own console and the shared situational picture.
- Command boardroom — a leadership space where the same live picture supports briefing and decision-making during incidents and major events.
- Resilient data-centre core — a Vertiv SmartAisle contained data-centre row with live infrastructure monitoring, engineered for the always-on duty cycle of a command centre.
- Architectural integration — ICT, ELV and M&E disciplines delivered as one coherent design, from the feature LED-ceiling lobby to the operations floor — the command centre as an environment, not a collection of rooms.
Because one team was accountable for the whole design, the dashboards, the AV systems, the cabling, the data centre and the room environments were engineered to work together — not patched together after the fact.
The Outcome
Completed in 2025, the IPCC gives Iskandar Puteri a genuine operational capability: municipal teams can monitor, decide and respond from one place, with network, surveillance and municipal data presented as a single high-visibility picture. The centre now serves as the city’s reference model for what an integrated command environment should be — and as a working demonstration of the digital twin and IOC approach Priority Solution brings to smart city projects across Malaysia.
